The meeting of the Regency Tower Association, Inc., Board of Directors was called to order in the Rendezvous Room at 7:00 P.M. on Tuesday, April 21, 2015 by Eileen Bendis, President.

Roll Call - The roll call showed the following Board Members present: Eileen Bendis, Eric Berkowitz, Richard Robins and Joan Sapik. Steven Faigin and Gene Sicoli were on conference calls and Abe Ben-Aviv was excused. A quorum was present.

Approval of Minutes - A motion was made to approve the minutes of the February 5, 2015 special assessments meeting as written, distributed and posted. The motion was seconded and passed by unanimous consent.

President Eileen Bendis then called on Manager Kande Lewandowski to deliver the financial report.

Financial Report - Manager Kande Lewandowski reviewed and discussed the Financial Statements and the Independent Auditor’s Report for the calendar year ending on December 31, 2014. A motion was made to ratify the report as presented. The motion was seconded and passed by unanimous consent.

Guided by the Independent Auditor’s findings, revenues were transferred between accounts to cover association expenses. The basis for these fund transfers were incorporated into three motions and presented to the Board for ratification. The motions were seconded and approved by unanimous consent. First, I’d like to thank you for the vote of confidence in re-electing Steve, Joan, Richard and me. I hope we can continue to build the momentum and your trust in the coming years with the Board’s commitment to taking care of the Regency Tower.

Projects are going forward and will hopefully be finished before long. Permit applications have been prepared and submitted for the replacement of the emergency power system - including the generator - and work will begin shortly after they are approved by Fort Lauderdale Building Services. The contract for the cooling tower replacement will be ready for our attorney’s review within the next couple of weeks.

The season has come and gone so quickly, I can hardly believe it is over. We did have a few unexpected projects, such as the pool pump room and a few unit leaks. Once again, I urge you to check your air conditioners and your hot water heaters and replace them as needed - NOT after a problem occurs! Also, don’t forget - if you are planning to replace your wood balcony door it must be replaced with an approved hurricane impact glass door.

Many of you have a pretty shaky wood door that should be replaced, sooner not later. Hurricane season is right around the corner: June until November.

Estate Planning - Living Trust Another reminder: if you wish to put your unit into a trust, the trust document is to be reviewed and approved by our attorney beforehand. Then make sure you change your voting certificate which all members of the trust sign.

I would also like to thank our newly established Social Committee for their efforts in their first season. Great job. From what I understand, they are working on a full schedule of events for next year. Stay tuned!

Dumping Sand Just a heads up for everyone, the beach re-nourishment project looks like it will be starting at the beginning of November. You may want to plan ahead because this will impact our beach access for a few months and inconvenience all of the Galt Ocean Mile’s residents. Watch for updates in the Galt Mile News.

In closing, we have a number of projects planned for the next few months and I would like to plead for patience from all our residents. We will try to complete all Regency Tower projects as soon as possible with the least amount of disruption.

April 21, 2015 - We recently received the Independent Auditor’s Report from
Chuck Krblich, P.A. for the calendar year ending on December 31, 2014, an invaluable tool for maintaining association finances in an accurate and responsible manner. The report provides a due diligence foundation for revenues reallocated to cover association expenses. In the interests of transparency, Board President Bendis ordered the findings discussed and ratified at an official Board meeting, thereby insuring their disclosure and permanent preservation in the meeting minutes. In addition to ratifying the report, the funding transfers are recorded in 3 separate motions, the basis for which are described below.

  • Motion #1:

    • On page 9 of the 2014 Audit it was discovered that there was a $20,000.00 transfer from the operating to the America National Bank Reserve account on April 1, 2014. This was a budget surplus from the 2013 calendar year.

  • Motion #2:

    • On pages 15-16 of the 2014 Audit it was found that we were underfunded for the 2014 calendar year. Over expense accounts were as follows:
      • Exercise Equipment - It was $6,624.00 over budget to the purchase of new elliptical and treadmill
      • Common Area Air Conditioning Units was $8,051.00 over budget due to replacement of the A/C units on floors 3, 5, 10, 18 and the purchase of a motor for the cooling tower.
      • Computers and Office Machines was $1,990.00 over budget due to the replacement of the office/ guard station telephone system replacement.
    • A transfer of $18,928.00 from the Reserve Account 2895 – Capital Expenditures/ Deferred Maintenance to cover the expense.

  • Motion #3:

    • Underside of shelf supporting Collecting Tank in Regency Tower Pump Room

      Pool Pump Room repairs This year it was discover that the pool pump room was in dire need of concrete remediation on a column located behind the motors and the shelf slab that held the filter tank. This project included the repair of the concrete slab, the column, new fiberglass lining the inside of the filter collection tank and a new vacuum motor. The total cost of this project including engineering fees was $29,119.00. A transfer of $29,119.00 from the Reserve Account 2895 - Capital Expenditures/ Deferred Maintenance to cover the expense.
